Farmers Say They’re Shortchanged—Officials Show Full MSP. Who’s Lying?

Kurukshetra:   In a sharply worded open letter to top political leaders, the Bharatiya Kisan Union (Charuni) has accused Haryana’s rice millers, government officials, and procurement agencies of collusion in a large-scale scam that allegedly defrauded thousands of farmers during the ongoing paddy procurement season.

Allegations of Collusion and Systemic Exploitation

The Bharatiya Kisan Union (Charuni) has publicly accused Haryana’s rice millers and government procurement agencies of running what it calls a “sophisticated, multi-layered fraud” that siphons public funds and underpays farmers for their produce. In an open letter addressed to Prime Minister Narendra Modi and Haryana Chief Minister Nayab Singh Saini, union president Gurnam Singh Charuni warned that widespread farmer resentment could “erupt anytime” if corrective action is not taken.

According to the letter, the alleged fraud has resulted in massive financial losses for both farmers and the state treasury. The BKU Charuni claims that procurement agencies, in collusion with select rice millers, have inflated figures of paddy purchases while actually buying significantly less from farmers.

Allegations of MSP Underpayment

At the heart of the controversy lies the accusation that farmers are being systematically underpaid by hundreds of rupees per quintal, despite government data showing purchases at the Minimum Support Price (MSP). The union contends that many official procurement agencies are missing from grain markets (mandis), compelling farmers to sell directly to private millers.

These millers, the BKU alleges, collude with corrupt officials to falsify purchase records—showing full MSP payments while actually paying less. Such discrepancies, the letter argues, not only hurt farmers but distort the official statistics used to measure procurement efficiency and grain output.

Inflated Stock Records and “Massive Fraud”

The union’s letter cites multiple instances of inflated procurement data. “In one year, the paddy sold in Haryana was more than double the actual production,” Charuni wrote, calling it “a massive fraud that caused a huge loss to the government.”

The BKU claims that these manipulations are part of a systemic malpractice in state-level procurement. By exaggerating purchase figures, officials allegedly pocket subsidies and claim bonuses, while millers benefit from inflated stock records and reduced inspection scrutiny.

Demands for Inspections and Accountability

In its letter, the union has demanded immediate inspections of all rice mills to verify actual paddy stocks against official records. The BKU insists that if discrepancies are uncovered, criminal charges must be filed against both complicit officers and mill owners.

To ensure transparency, the union has also proposed that two farmer representatives be included in each inspection team. The letter further cautioned the government that if corrective measures are not initiated promptly, “all responsible officials and leaders will be answerable for the resulting public anger.”

Charuni has urged Chief Minister Saini to hold an urgent high-level meeting to address the issue, warning that the government risks losing the trust of its primary stakeholders—farmers—if it fails to act swiftly.
