Government takes measures to stabilize rice prices, ensure food security

The Ministry of Agriculture, the National Food Agency (BPN), and the State Logistics Agency (Bulog) have launched coordinated strategic measures to address rising rice prices and ensure national food security. 

These measures were outlined during a hearing with agriculture and forestry Commission IV of the House of Representatives (DPR) on Thursday, August 21, 2025, attended by key officials from the agricultural and food sectors.

“Our rice production in 2025 is projected to reach 31.37 million tons, while national consumption is estimated at 30.97 million tons. With a projected rice balance surplus of 9.33 million tons by the end of this year, we are optimistic that rice availability in the market will remain secure,” Minister of Agriculture Andi Amran Sulaiman said.

He, however, highlighted discrepancies in the market, where, despite sufficient domestic rice production, rice prices at the consumer level continue to rise.

“We see a significant difference between the price at the farmer level and the price received by consumers. This anomaly must be addressed immediately. We need to ensure efficient rice distribution that reaches consumers at reasonable prices,” Amran cited.

BPN Head, Arief Prasetyo Adi, said that rice stocks across Indonesia were recorded at 3.93 million tons as of August 20, 2025.

“We are ensuring that rice distribution to all regions is running smoothly. We are continuing market operations with a distribution target of 1.3 million tons of rice until December 2025, and we are confident this will help stabilize prices,” he said.

Arief cited that the food agency continues to coordinate with various parties, including Bulog and the Ministry of Agriculture, to monitor the availability of strategic staple foods.

“In 2025, we aim to distribute 365,000 tons of rice under food aid for 18.27 million beneficiary households. As of August 20, 2025, the distribution has reached 94.29 percent,” he said.

Bulog chief, Ahmad Rizal Ramdhani, shared Bulog’s role in ensuring proper rice distribution.

“We have distributed rice through various channels, such as retailers in traditional markets, village cooperatives, as well as modern retail outlets like Indomaret and Alfamart. We have also involved the Indonesian Military (TNI)-National Police (Polri) in rice distribution to speed up delivery to remote areas,” Rizal said.

He cited that Bulog has the capacity to supply 1.3 million tons of rice, with a daily distribution target of 6,000 tons. Additionally, Bulog has implemented a digital recording system through the “klik SPHP” app to ensure clear tracking of rice distribution and avoid any fraudulent activities.

To ensure long-term food security, Rizal emphasized the importance of synergy between the central and regional governments.

“With strong coordination between the Ministry of Agriculture, the National Food Agency, and Bulog, we are confident that we can maintain rice price stability and ensure that food remains available at affordable prices for all Indonesian people,” Amran concluded.
