Bappenas Affirms Rice Self-Sufficiency Is The Main Priority Of Development

JAKARTA – The Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) emphasized that food self-sufficiency, especially rice commodities, is a top priority for national development.

Expert Staff of the Indonesian Ministry of National Development Planning/Bappenas Frans BM Dabukke emphasized that President Prabowo Subianto is targeting the acceleration of food self-sufficiency, especially rice, in addition to self-sufficiency in energy and water security to strengthen the sovereignty of the nation and the welfare of the Indonesian people.

“So at the Ministry of National Development Planning or Bappenas as a planner, it has been prepared that food self-sufficiency is a top priority. And the main activity is also self-sufficiency in rice,” said Frans quoting Antara.

He conveyed that his party was building synergies with various relevant ministries/agencies, business actors to realize rice self-sufficiency so that there was an increase in productivity and to realize the welfare of Indonesian farmers.

“The President directs food self-sufficiency (which is proclaimed) so that it can create prosperity for farmers. So the food is sufficient, farmers are also prosperous,” he explained.

The food self-sufficiency program is directed not only to guarantee public food adequacy, but also to create farmers’ welfare through increasing productivity and stability of grain prices at the farmer level.

It is said that the government has set a policy on the price of unhulled rice at IDR 6,500 per kilogram, so that farmers get income certainty, increase rice cultivation motivation, and strengthen the sustainability of national production.

“Through the direction of the President, the Coordinating Minister for Food and also the National Food Agency together with the Ministry of Agriculture set a policy that in our opinion certainly guarantees the welfare of farmers, namely buying IDR 6,500 of unhulled rice at the farmer level,” he explained.

Bappenas emphasized the importance of the role of collaboration of all parties including ministries, institutions, extension workers, and the private sector in overseeing the success of rice self-sufficiency through innovation and sustainable agricultural practices.

Bappenas hopes that the food self-sufficiency movement will be a momentum for the rise of farmers, ensure that food is sufficient, farmers are prosperous, and the nation is increasingly sovereign in the agricultural sector.

Previously, Minister of Agriculture Andi Amran Sulaiman was optimistic that Indonesia would soon be able to realize rice self-sufficiency after an increase in production for the continued national food sovereignty.

“God willing, in the next three months, if nothing goes wrong, we can announce that Indonesia is self-sufficiency in rice,” said the Minister of Agriculture as stated in Jakarta, Friday (3/10).

National rice production in 2025 shows a significant increase and is approaching the projection of international institutions such as the Food and Agriculture Organization (FAO) and the United States Department of Agriculture (USDA).

Based on data from the Central Statistics Agency (BPS), the production of rice from January to November 2025 reached 33.19 million tons, an increase of 12.62 percent compared to the same period in 2024 (29.47 million tons).

Deputy for Statistics for Production of BPS M. Habibullah said the increase in production was a guarantee of national staple food availability.

“With the production of January-November which is estimated to reach 33 million tons, the availability of our staple food is even more guaranteed. Rice is no longer a driving factor for inflation, but a support for price stability and people’s purchasing power,” he said during a press conference in Jakarta, Wednesday (1/10).

The latest data from BPS brings Indonesia’s production achievements closer to the predictions issued by both FAO and USDA.

USDA said that Indonesia’s rice production is estimated at 34.6 million tons this year. Meanwhile, FAO predicts that Indonesia’s rice will reach 35.6 million tons during the 2025/2026 planting period.
