Government Distribution of SPHP Rice 2026 Starting March to the End of the Year

JAKARTA – The National Food Agency (Bapanas) ensures that the distribution of rice for the 2026 Food Supply and Price Stabilization (SPHP) program begins from March to the end of the year to maintain the stability of prices and the availability of national food.

“After January and February 2026, the continuation of the 2025 rice SPHP has been implemented, starting in early March this year, the 2026 rice SPHP officially runs again until the end of the year,” said the Head of Bapanas and Minister of Agriculture Andi Amran Sulaiman in Jakarta, quoted by Antara, Thursday, March 5.

The target for the distribution of rice is 828 thousand tons. The budget for the price subsidy of Rp. 4.97 trillion for distribution is available in the Bapanas budget.

Bapanas asked Perum Bulog to be able to focus on distributing SPHP rice to areas that are not rice production centers and areas that are not in the midst of a harvest.

Meanwhile, for areas that are in the midst of harvest, the distribution of SPHP rice can still be carried out, but it is limited by taking into account the conditions of consumer-level rice prices in the area.

This is important because the government needs to maintain the level of farmers’ grain prices so that they are not below the Government Purchase Price (HPP).

Furthermore, Amran said that the Government Rice Reserve (CBP) stocks held by Bulog are currently very high, so that the SPHP rice program can be distributed to the Indonesian people.

“Indonesia will become the world’s food warehouse, that’s our dream. Our CBP stock today is 3.7 million tons. Our count in mid-March could reach 4 million tons. By the end of the month it could reach 5 million tons,” said Amran.

As for the technical instructions (juknis) of SPHP rice at the consumer level in 2026 as regulated by the Decree of the Head of the National Food Agency Number 34 of 2026, starting this year SPHP rice can be distributed in two types of packaging. SPHP rice can be distributed in the form of a 5 kilogram (kg) package and also in a 2 kg package.

Meanwhile, for 50 kg packaging, it can be distributed only in certain areas such as Maluku and Papua as well as 3TP areas (behind, ahead, outermost, and border).

In addition, it can also be applied to other areas according to the results of the government coordination meeting.

Then, Bapanas set the latest provisions regarding the maximum number of purchases of SPHP rice at the consumer level. The public as consumers can buy a maximum of 5 5 kg packages and there is also an alternative 2 kg package with a maximum purchase of 2 packages.

SPHP rice that has been purchased cannot be resold, because there is an element of state subsidy budget in it.

Bapanas also detailed the provisions for the price of SPHP rice to 3 supply chain lines. In the regions of Java, Lampung, South Sumatra, Bali, West Nusa Tenggara, and Sulawesi, Rp11,000 per kg for the selling price of SPHP rice at the Bulog warehouse.

Then a maximum of Rp11,700 per kg for the selling price from distributors to downlines and Rp12,500 per kg is the price of SPHP rice at the consumer level.

Furthermore, for the Sumatra region (except Lampung and South Sumatra), East Nusa Tenggara and Kalimantan, a price of Rp11,300 per kg is set for the price at the Bulog warehouse. The price from the distributor to the maximum download is Rp12,000 per kg. Finally, the maximum consumer price is Rp13,100 per kg.

For the Maluku and Papua regions, the selling price of SPHP rice in the Bulog warehouse is set at Rp. 11,500 per kg. Meanwhile, the maximum price from distributors to downlines is at Rp. 12,300 per kg. For the maximum SPHP rice price at the consumer level is Rp. 13,500 per kg.

The realization of the sale of SPHP rice in 2025 which was extended until the end of February has reached 1.025 million tons. One of its contributions is to be able to help maintain the national rice inflation rate, especially at the beginning of the current year.

It is known that the monthly rice inflation rate at the beginning of 2026 is more stable than the last 2 years. In January and February 2026, it was recorded that rice inflation was at 0.16 percent and 0.43 percent.

Meanwhile, in 2024, rice inflation in January and February was 0.63 percent and jumped to 5.28 percent. In 2025, it was quite stable at 0.36 percent and 0.26 percent.
