Russia will replace rice export ban with quota system

The Russian government did not extend the ban on the export of rough rice outside the Eurasian Economic Union for 2026 but established a quota on grain exports. This decision is set out in Resolution No. 2076 of December 19, according to the government press service.

“The quota will amount to 200.000 tons per year. Within the quota, the export duty will be zero, and beyond it – 50% of the customs value of the product” the statement specifies.

The government believes that there is currently no need to extend the ban, as production volumes fully cover domestic market needs.

It is also expected that this decision will “stimulate further development of rice cultivation in Russia and help explore new foreign consumer markets.”

Recall that Russia banned rice exports on July 1, 2022, due to an accident at the Fedorovskaya dam hydraulic structure in Krasnodar Krai (the main rice-producing region). The ban was aimed at ensuring domestic supply of rice. Initially, it was in effect until December 31, 2022, and was extended six times, most recently until December 31, 2025.
