Freed from the constraints of the European Union, the argument went, Britain could use a shared history and language to forge a landmark deal with the most populous nation on the planet and&nbsp;fastest-growing&nbsp;major economy.<\/p>\n\n\n\n<p>In practice, negotiations launched under&nbsp;Boris Johnson&nbsp;in January last year have been plagued by ambiguity and wrangling over everything from visas for Indian workers and students to market access for UK makers of whisky and premium cars.<\/p>\n\n\n\n<p>Hopes that his successor&nbsp;Rishi Sunak&nbsp;\u2014 a practicing Hindu, the son of Indian immigrants and the son-in-law of Infosys co-founder&nbsp;Narayana Murthy&nbsp;\u2014 might make the difference have proved wide of the mark.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/assets.bwbx.io\/images\/users\/iqjWHBFdfxIU\/iQtKZXqzMwzc\/v1\/-1x-1.jpg\" alt=\"INDIA-G20-SUMMIT\"\/><figcaption class=\"wp-element-caption\">Rishi Sunak, left, and Narendra Modi in New Delhi, India, on Sept. 9.<em>Photographer: Ludovic Marin\/AFP\/Getty Images<\/em><\/figcaption><\/figure>\n\n\n\n<p>With the UK and India locked in their 13th round of trade negotiations, there are hopes on both sides that agreement can be clinched this year. However, the fate of British rice millers remains unclear, with firms complaining of a lack of information from British officials.<\/p>\n\n\n\n<p>One person with knowledge of the UK dialog said the question of tariffs on rice was yet to be fully addressed, adding that it was a contentious issue and that the two sides were still some way off ironing out the more \u201cdifficult\u201d details of a trade deal.<\/p>\n\n\n\n<p>A separate source with knowledge of the Indian negotiating team confirmed that the subject of tariffs on rice was very sensitive, and that an agreement had not yet been reached.<\/p>\n\n\n\n<p>The struggle to hash out an agreement underscores the difficulties the UK might have when trying to formulate post-Brexit trade deals with various countries around the world.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/assets.bwbx.io\/images\/users\/iqjWHBFdfxIU\/i92FxfFgffsI\/v1\/-1x-1.jpg\" alt=\"Grain Wholesale Markets As India Extends Parboiled Rice Export Curb to Control Local Prices\"\/><figcaption class=\"wp-element-caption\">Unloading rice grain from a paddy field in Haryana, India, in October.<em>Photographer: Anindito Mukherjee\/Bloomberg<\/em><\/figcaption><\/figure>\n\n\n\n<p>Already its arrangement with Australia has angered British farmers.&nbsp;Minette Batters, president of the National Farmers Union, said she was \u201cincreasingly concerned about the cumulative impact of the government\u2019s FTA program\u201d on UK industries.<\/p>\n\n\n\n<p>Currently, the UK imports vast quantities of brown&nbsp;rice&nbsp;from India \u2014 around 150,000 metric tons, or a quarter of its total rice imports, originate in the country. Import tariffs make this cost-effective. The levy on brown basmati is \u00a325 a ton, or zero if it\u2019s included in a list of special varieties. That\u2019s much lower the levy on white basmati, at around \u00a3121 a ton.<\/p>\n\n\n\n<p>Slashing the tariff on white rice would leave UK mills redundant, industry leaders claim, while bringing negligible price benefits for consumers, threatening security of supply and potentially risking a drop in quality.<\/p>\n\n\n\n<p>Waugh contends there would be little gain for India from lower UK tariffs. Farmers in the country already tend to get a better price from UK mills than from domestic players for their brown rice, he said, since those buyers need to secure pesticide compliance and are increasingly keen to source rice with improved sustainability credentials.<\/p>\n\n\n\n<p>For Indian millers, meanwhile, the quantities of their milled rice which would be exported to the UK are likely to be too small to really move the dial on their profits.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/assets.bwbx.io\/images\/users\/iqjWHBFdfxIU\/iIgrWXf4LNR0\/v1\/-1x-1.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">The Veetee Rice warehouse.<em>Photographer: Hollie Adams\/Bloomberg<\/em><\/figcaption><\/figure>\n\n\n\n<p>The downsides for the UK extend beyond lost jobs and production, Waugh added. India is known for&nbsp;limiting exports&nbsp;of rice when its domestic supplies are scarce, with white rice often first on the list to be restricted. At the moment, the South Asian nation has&nbsp;implemented restrictions&nbsp;on every variety that is shipped overseas. UK millers hold significant stock to smooth that volatility, a supply that is now potentially threatened.<\/p>\n\n\n\n<p>British businesses are also well-practiced in complying with food safety regulations \u2014 an important consideration when few checks on imported products are carried out at the border. The Rice Association recently sampled 60 different types of basmati rice. It found that 50% of the samples milled and packed in India or Pakistan complied with UK regulations. By contrast, just one sample milled and packed in the UK was found to be marginally non-compliant.<\/p>\n\n\n\n<p>As trade negotiations have heated up, executives within the UK rice industry have been left bemused by their encounters with Indian officials.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/assets.bwbx.io\/images\/users\/iqjWHBFdfxIU\/i3B9tyqZtZIg\/v1\/-1x-1.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">The Veetee Rice production line.<em>Photographer: Hollie Adams\/Bloomberg<\/em><\/figcaption><\/figure>\n\n\n\n<p>Jon Calland, chairman of the Rice Association, was invited along with a car-parts manufacturer to the High Commission of India in London earlier this year. \u201cI\u2019ve never had a meeting like that before,\u201d he said. \u201cIt was as though they were trying to trade us off against each other.\u201d<\/p>\n\n\n\n<p>Over cups of tea, Calland explained to officials from India\u2019s Ministry of Commerce and Industry that the current system of tariffs worked well for both countries. If there were any concessions to be made, Calland said, India should push for more types of brown basmati rice to be added to the limited tariff-free list. That position is roundly supported by UK millers, would help Indian farmers, and is understood to be accepted by the British government.<\/p>\n\n\n\n<p>Moni Varma, who founded Veetee Rice in 1987, believes the UK could be on track to get its way \u2014 much to the relief of its rice millers. On a recent call with Indian negotiators, Varma said he got the impression that \u201cthey understand that they\u2019re not going to get what they want on rice.\u201d<\/p>\n\n\n\n<p>\u201cThe UK is not that great a rice market that it\u2019s going to make a dent in India\u2019s budget,\u201d he said. \u201cBut you never know until it\u2019s done.\u201d<\/p>\n\n\n\n<p>\u2014 With assistance by Shruti Srivastava<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Industry warns cutting tariffs in free trade deal would decimate jobs and investment.
