Intended to help address\u00a0rising inflation, the new bans follow one on exporting\u00a0broken rice\u00a0introduced last year. And with elections\u00a0looming, the export bans,\u00a0as in other countries, appear unlikely to be lifted.<\/p>\n\n\n\n<p>Making matters worse, the world\u2019s\u00a0second and third biggest rice exporters\u00a0\u2013 Thailand (15% of global rice exports) and Vietnam (14%) \u2013 have neither the rice supply at present nor in the future, due in part to predicted El Ni\u00f1o impacts, to\u00a0help fill the gap left by India.<\/p>\n\n\n\n<p>More countries are also believed to be following\u00a0India\u00a0and the\u00a0United Arab Emirates down the rice export ban path. While Vietnam has so far been able to capitalise on this situation by\u00a0increasing rice exports\u00a0in the region, some suggest that Hanoi\u00a0may restrict rice exports\u00a0in response to domestic hoarding. Other\u00a0rice producers\u00a0in Asia have faced recent extreme weather events. In Bangladesh, for instance, the country\u2019s\u00a0below-normal rainfall in June\u00a0raised\u00a0fears of drought. And while the impact of the 2023\u201324 El Ni\u00f1o event remains unknown, governments are already worried.<\/p>\n\n\n\n<p>In the Philippines, the Office of the President announced plans to\u00a0issue recommendations\u00a0in preparation for El Ni\u00f1o. In Indonesia, President Joko Widodo\u00a0warned of the likelihood\u00a0of El Ni\u00f1o causing a long, dry season ahead of next year\u2019s election. In Thailand, farmers have been asked to\u00a0plant only one rice crop\u00a0to help save water amid limited rainfall. Fearing that the El Ni\u00f1o phenomenon will\u00a0extend to 2025, researchers estimate\u00a0losses of more than 40 billion baht\u00a0for Thailand\u2019s agricultural sector.<\/p>\n\n\n\n<p>In China, the world\u2019s biggest rice producer, recent climate shocks have\u00a0significantly affected agricultural production. In recent months, the three provinces that account for nearly 25% of China\u2019s rice production \u2013 Inner Mongolia, Jilin and Heilongjiang \u2013 have been affected by\u00a0heavy rainfall.<\/p>\n\n\n\n<p>Consumers are already feeling the pain. In July, Asia\u2019s rice prices jumped to their highest levels in nearly 12 years, according to the United Nations Food and Agriculture\u2019s\u00a0All Rice Price Index. To avoid the situation turning into a repeat of the\u00a02007\u201308 Food Price Crisis, governments may have to consider implementing other measures alongside subsidies and price controls to address\u00a0food shortage fears\u00a0and inflation.<\/p>\n\n\n\n<p>While rice production issues and limited supplies could cause a headache for governments and policymakers, for countries such as Australia, an\u00a0agricultural powerhouse and global breadbasket, this is an opportunity to strengthen engagement with and increase exports to the region. Australia is considered self-sufficient and one of the\u00a0most food secure countries globally\u00a0in a region where a majority of nations are actually\u00a0net food importers. Notably, Singapore, which has limited natural resources, imports\u00a0more than 90%\u00a0of its food, making it\u00a0vulnerable to export bans and global food price fluctuations.<\/p>\n\n\n\n<p>To help address concerns over meeting food import demands and avoiding further food shortages, especially rice shortages, governments may consider increasing stockpiles. Doing so could also help governments tackle the cost-of-living crisis, which has significantly impacted lower-income households, particularly in countries such as the Philippines where consumer price inflation\u00a0remains high. Countries such as China have already\u00a0undertaken efforts\u00a0to increase national reserves. Likewise, in Indonesia, Bulog \u2013 the state procurement company \u2013 aims to\u00a0import rice from Cambodia and Myanmar\u00a0to support government stocks.<\/p>\n\n\n\n<p>Australia could help by increasing production and exports of rice, using\u00a0existing free trade agreements, networks and national strategies\u00a0to do so. The country\u2019s rice production has varied in recent years but is\u00a0estimated to rise by 26% to 656,000 tonnes in 2023-24, presenting Australia with an opportunity to modestly boost supply in the region at a time of need. However, sustaining such a contribution will depend on a number of factors, including climate variability and future investment in the industry.<\/p>\n\n\n\n<p>There are also other opportunities. Regional governments are likely to want to bolster agricultural resilience and self-sufficiency, including by tackling\u00a0yield gaps\u00a0and\u00a0agricultural water use. Australia, which has significant experience in areas such as agricultural technologies and\u00a0climate change adaptation\u00a0can help.<\/p>\n\n\n\n<p>Another consideration is the expansion of existing food security and related cooperation mechanisms in the region. The\u00a0China-ASEAN food security agreement\u00a0alongside recent multilateral cooperation, due in part to\u00a0Indonesia\u2019s chairing of the 2022 G20 summit, show that there is interest in pursuing such programs.<\/p>\n\n\n\n<p>Again, Canberra can demonstrate its continued commitment to the region by creating such initiatives and backing existing ones. The ASEAN Plus Three (South Korea, Japan and China) Emergency Rice Reserve, for instance, could be expanded to include Australia, which in turn could push for the inclusion of reserves of other key agricultural products also produced in Australia (such as grains and oilseeds).<\/p>\n\n\n\n<p>Climate shocks, conflicts, and competition for natural resources will continue to exacerbate food inflation and damage agricultural production. Such decreases in agricultural production, including rice production, will have a domino effect, with less available for export and limited supplies on the global market for importers. This is likely to produce competing demands from importing countries and inflate food prices across Asia and beyond.<\/p>\n\n\n\n<p>As food security is\u00a0inherently part of national security, such situations exacerbate competition for food supplies and could worsen existing socio-economic and political tensions across the region. Yet amid an increasingly fractured geopolitical environment, opportunities to prioritise cooperation over conflict still remain.
